WHERE DOES THE PUBLIC MONEY GO? PUBLIC PROCUREMENT AND THE CHALLENGE OF OPEN DATA

 Today, thanks to the opening of public procurement data, it is possible to know how tens of billions of euros are spent annually by the State, local authorities and administrations. This book is an introduction to the analysis and citizen control of these uses of public money.

Author

Pierre-Henri Morand is a professor of economics at Avignon University, a member of the Laboratoire Biens, Normes, Contrats, and head of the master 2 Data Governance, after having started his career at the University of Franche-Comté. His research interests include public economics, auction theory and economic analysis of law. An important part of his publications concerns the economic analysis of public procurement rules, the access of SMEs (small and medium-sized enterprises) to public procurement and its dematerialization.

 Since 2019, he has been coordinating the DeCoMaP (Detecting Corruption in Public Procurement) research project, with the financial support of the National Research Agency. Combining computer science, economics and law, bringing together ten teacher-researchers from seven universities and several open data specialists, DeCoMap aims to collect, process and analyse data relating to French public contracts, in order to develop tools for the automatic detection of corruption and fraud risks. The project also aims to propose an analysis grid highlighting the main risk factors that the legislator should identify and to which the control authorities should pay attention.

Moderators

Madelena Gonzalez - Director of the ICTT laboratory - Avignon University

Madelena Gonzalez is a professor of English literature and director of ICTT (Cultural Identity, Texts and Theatricality). She is supervising two theses on the digital and literature. She is currently working on the theme of aesthetics in the digital age and is preparing several international publications on this theme.

Helen Landau - Director of the Théâtre Au Chapeau Rouge

Helen Landau has a multidisciplinary background. She has degrees in chemistry and public opinion studies. She trained as an actor at the Questors Theatre in London. Today she is a regular performer and collaborates with Avignon University on various research projects.

Simone Balossino is a medievalist, member of the Centre interuniversitaire d'histoire et d'archéologie médiévales (Ciham - UMR 5648) and lecturer at the University of Avignon. His research focuses on the political and social history of the cities of southern France in the Middle Ages. Among his works, we can mention I podestà sulle sponde del Rodano. François Guyonnet is a heritage curator at Isle-sur-la-Sorgue. He is a researcher attached to the Centre interuniversitaire d'histoire et d'archéologie médiévales (Ciham - UMR 5648) and a lecturer at the University of Avignon. His research focuses on urban development and medieval religious, civil and military architecture in the region of the ancient Comtat Venaissin. He is the author of numerous publications on the archaeology and architecture of the region.

L'author

She is a member of the HiSoMA laboratory (History and sources of ancient worlds). Her research focuses on the Roman army and on education in the Roman world.
